  近年来,各地政府绩效考核大提速,但多为具体的技术方法,体系构建方面还相对滞后。主要表现在:

  概念裹杂,各自为战。无论是政府文件还是见诸报端的报道,效能监察、目标考核、绩效考评、绩效评估、绩效考核、绩效管理各种概念繁杂,不少地方效能办、目标办、绩效办机构并立。更有原已存在的参差林立的专项考核、检查、评比等,层层叠叠,没有一体化的规划和整合安排。

  视野上的局限,矮化了政府绩效管理。现有的政府绩效管理模式,多局限于内部行政效率的监督检查,对政府公共权力社会监督、“公众本位”的价值导向、发展方式和行政方式转型等部分涉及还较少,故而停留于地方政府内控辅助工具阶段。
